November 9, 2017 TOWN BOARD MEETING

TOWN  OF  MIDDLE  INLET

Town Board Meeting  -  November 9, 2017


The Middle Inlet Town Board Meeting of November 9, 2017, was Called to
Order by Chairperson Wade at 7:30 P.M.

Roll Call indicated Supervisors Van and Wenzel, and  Clerk/Treasurer
Stanek were present. 

The Pledge of Allegiance to the Flag was recited.

 Stanek requested that the Agenda be amended to include the Minutes of
the Special Town Board Meeting (BUDGET WORKSHOP) of October 30, 2017. 
This would appear under Item 4..  Motion to Approve the Agenda as
amended made by Wenzel and seconded by Van.  Motion carried.  (3 to
0)

The Minutes of the previous Town Board Meeting of October 12, 2017, 
and the Special Town Board Meeting of October 30, 2017, were presented
and Approved on a Motion by 
Van  and seconded by Wenzel.  Motion carried.  (3 to 0)

The November, 2017, Vouchers representing total disbursements of 
$20,081.90, were presented.  Motion to Approve made by Van and
seconded by Wenzel.  Motion carried.

Town Assessor, JEROME PILLATH, presented a brief review of the Major
Class Comparison  from the Wis. Dept. of Revenue, wherein the
Assessment Level by the Town for Classes 5, 5M, 6 and 7, were in
non-compliance.  Pillath indicated a “market adjustment” would be
completed during 2018 for these classes, and the assessed values would
be lowed to bring them into compliance.  He noted, that as a result,
the 2018 Board of Review would be held later in the year.

Pillath presented an Assessment Proposal for the Tax Years 2018-2020. 
This is basically an extension of the current contract – no changes in
service or costs.
Motion to Approve the contract extension was made by Van and seconded
by Wenzel.  Motion carried.  (3 to 0)

The Board reviewed the proposed Rescue Squad Contracts for 2018:

- CRIVITZ RESCUE SQUAD, INC. 	$ 2,361.00
- WAUSAUKEE RESCUE SQUAD, INC.	$    311.40 
                                             
 It was noted, there is no change from previous agreements.  

Motion to Approve made by Wenzel and seconded by Van.  Motion carried.

REPORTS:

Roads:

Wade reported a continuing problem with the theft of road signs. Most
recently, the MAPLE BEACH ROAD / RUEFF ROAD signs.  The Marinette Co.
Highway Dept. reported that cast brackets were shattered to remove the
signs. A total of 15 – 17 signs have been stolen.  He emphasized the
standing $1,000.00 reward for the apprehension and conviction of those
responsible.

Shouldering of the completed road projects has now been completed.  A
“comment card” was submitted to the contractor indicating the concerns
for timely shouldering.

Routine “winter maintenance” has begun – all Town roads were salted /
sanded due to the winter weather.

Residents are reminded that the sand/salt mixture has been dumped
behind the Fire Station and is available.

The applications for the “TRI” and “TRID” Grants for 2018 are being
completed.

The ditching project along the East side of PINES ROAD, South of PINES
LANE to the lake, will start as soon as possible, dependant on weather
conditions.  Those property owners involved will be notified of the
pending project, and that each will be billed for the respective
culvert replacement costs.

Garbage / Recycling: 
             
Van reported that trash collection was provided on Monday, November
6th.  However, the “Every-other Monday” Pick-up will start on Monday,
November 13th., and continue thru April, 2018.

The Northwoods Recycling Coalition is scheduled to meet at 6:00 P.M.,
Monday December 11th. at the Stephenson Town Hall.
                                 MANY QUESTIONS MUST BE RESOLVED !
              
Town Hall: 

It was noted that the new sign has finally been erected -  looks good
!
  			                               
Cemetery:                            

Wenzel reported that concerns regarding trimming / cutting of trees
has been addressed. 
NORTHEAST TREE EXPERTS has completed a major project of tree cutting,
stump grinding and clean-up.  In addition, that discarded grave
decorations and trash accumulation around the dumpster has been
corrected.

It was noted that the vehicular gate to the cemetery will close on
November 15th.

The situation regarding the “problem properties” are pending within
the legal system.

Stanek reminded that the PUBLIC HEARING  on the 2018 Proposed Town 
Budget is scheduled to open at 6:00 P.M., Wednesday November 15, 2017.
 The SPECIAL TOWN MEETING OF THE ELECTORS to Approve the 2017 Town Tax
Levy will immediately follow the Hearing.  A SPECIAL TOWN BOARD to
consider adoption of the 2018 Proposed Town Budget will follow the
Special Town Meeting of the Electors.

There being no further business before the Board, Wade requested a
Motion to Adjourn.  Motion made by Van and seconded by Wenzel.  Motion
carried (3 to 0) and Meeting was Adjourned at 8:01 P.M.
