May 11, 2017 TOWN BOARD MEETING

TOWN  OF  MIDDLE  INLET

Town Board Meeting  -  May 11, 2017


The Middle Inlet Town Board Meeting of May 11, 2017, was Called to
Order by Chairperson Wade at 7:30 P.M.

Roll Call indicated Supervisors Van and Wenzel, and Clerk/Treasurer
Stanek were present. 

The Pledge of Allegiance to the Flag was recited.

 The Agenda was approved on a Motion by Van and seconded by Wenzel. 
Motion carried.  (3 to 0)

The Minutes of the previous Town Board Meeting of April 13, 2017, and
the Special Town Board Meeting ( Post Road-Check review) of April 19,
2017, were presented and Approved on a Motion by Wenzel and seconded
by Van.  Motion carried.  (3 to 0)

The May, 2017, Vouchers representing total disbursements of 
$16,547.30, were presented.  Motion to Approve made by Van and
seconded by Wenzel.  Motion carried.   (3 to 0)

DAVE BEDORA, Chairperson, Town of Beaver presented a consolidation of
concerns regarding the possible placement of violent sex offenders in
areas and communities within Marinette County.  Numerous area
municipalities have adopted or in the process of adoption, local
ordinances which would limit or prevent such placements.

JEFF MURSAU, 36th. Assembly District Representative addressed these
concerns and the implementation of Wisconsin ACT 156, which has
effected these placements.  He noted the legislative concerns and
current efforts to remedy same.

The Town Board was provided copies of ordinances adopted by various
area municipalities that address this concern.  The Town of Middle
Inlet will review and consider possible development and adoption at
the June 8, 2017, Town Board Meeting.

The Board opened and reviewed the single BID received for the
MOONSHINE HILL ROAD – T.R.I.D. Project.  NORTHEAST ASPHALT, INC., 
Green Bay, Wisconsin,
submitted a proposal  for  $206,332.50.  Motion to Accept made by
Wenzel and seconded by Van.  Motion carried.  (3 to 0)

The Board reviewed the proposal, whereby the Village of Wausaukee
requested to join the NEAR NORTH  MUNICIPAL COURT.  Current members
are the Towns of Lake, Middle Inlet, Silver Cliff and Stephenson.  The
Town of Middle Inlet approved said request and amended the Town of
Middle Inlet Ordinance – Chapter 19 to reflect said action.  Ordinance
amendment on a  Motion by Van and seconded by Wenzel.  Motion carried.

In addition the Intergovernmental Agreement for the Operation of the
Near North Municipal Court was executed by Chairperson Wade.  

Copies of these documents will be mailed to the Court via the Town of
Stephenson.

COMMUNICATIONS:                 None presented         
 

REPORTS:

Roads:

Wade reported on routine road maintenance issues – misc. signage,;
grading of gravel roads; patching; clean-up of downed trees; etc. 
Tree removal as prep for the pending MOONSHINE HILL ROAD project has
been completed.

The following proposed projects are to be published for BID requests
and will be reviewed at the June 8, 2017, Town Board Meeting:

		-MOONSHINE HILL ROAD – East (Asphalt only)
		-LAKE ROAD from RAVEN ROAD to RECTOR ROAD (Asphalt only)
		-LAKE ROAD from WILLOW ROAD – West to
		 RECTOR ROAD (Asphalt only)
		-WESTERN AVENUE from NORTH STREET – North 
		  to the cul de sac  (Total reconstruction)
		 -KENNEDY DRIVE- West of WESTERN AVENUE
		   intersection (Total reconstruction)
		-NORTH AVENUE – West of WESTERN AVENUE
		   intersection (Total reconstruction)






Planning Commission:       
                      
Wade appointed THERESA L. KLISTER to a three (3) year term to replace
Ronald Wenzel, who was recently elected to serve as Town Board
Supervisor.  In addition, he   re-appointed CRAIG WENZEL and RYAN
POMEROY to another three (3) term.  CRAIG WENZEL was designated as
Chairperson of the Planning Commission.

Fire Department:  
 It was previously requested that Chairperson Wade schedule a Special
Town Board Meeting to meet with the State Fire Coordinator, CARL
FRISQUE to clarify over-all compliance with the “2% Fire Dues”
program.

Said Special Town Board Meeting was scheduled to be held on Thursday,
May 18, 2017, at 10:00 A.M.  Chief Coddington will contact Mr.
Frisque.

Chief Coddington indicated some concern regarding the crack
development of the parking lot areas.  Wade indicated he would
follow-up by a contact with the paving firm.


Garbage / Recycling:    
   
The “Every Monday” trash collection was scheduled to begin in May. Due
to  scheduling problem and over-sight by G.A.D., the Monday, May 8th.
pick-up did not occur.                   

Town Hall:                                             

The new sign for the Town Hall has been produced.  The Hall Custodian
indicated the old sign and posts will be replaced in the near future.

The issue of  property maintenance (W7586 SWEETHEART CITY RD.) was
reviewed.  The property owner, JOHN MAEDKE is deceased.  His son has
inherited said property and is in the process of evicting the tenant
(THOMAS MALCHOW).  Future compliance on behalf of the new owners has
been conveyed.

Another “Notice of Nuisance” will be sent via CERTIFIED MAIL to each
of the property owners involved in the properties on ELLIS LANE (N9224
and N9236).

A concern had been expressed regarding the “ATV connecting route” from
WAYSIDE ROAD to DROPP ROAD, which provided access East/West  across
U.S. Hwy. 141.  It was reported that the DNR had ticketed parties for
using this property.  It has been a long understanding that the
property owner(s) had given permission to use said connecting route
for ATV usage.  A review of property records indicate that there is an
unusual deviation from normal highway right-o-way, and this is
reflected as a small tri-angular section located East of U.S. Hwy. 141
and North of WAYSIDE ROAD.  Apparently this small area is actually a
part of the highway right-o-way.  Future use as an “ATV Connecting
Route” will require a detour around the tri-angular section.  The
adjacent property owner(s) will be contacted and written permission
will be filed.  In addition, signage will be installed to designate
the connecting route between WAYSIDE ROAD and DROPP ROAD.

There being no further business before the Board, Wade requested a
Motion to Adjourn.  Motion made by Van and seconded by Wenzel.  Motion
carried (3 to 0) and Meeting was Adjourned at 8:55 P.M.
