December 14, 2017 TOWN BOARD MEETING

TOWN  OF  MIDDLE  INLET

Town Board Meeting  -  December 14, 2017


The Middle Inlet Town Board Meeting of December 14, 2017, was Called
to Order by Chairperson Wade at 7:30 P.M.

Roll Call indicated Supervisors Van and Wenzel, and  Clerk/Treasurer
Stanek were present. 

The Pledge of Allegiance to the Flag was recited.

Motion to Approve the Agenda made by Van and seconded by Wenzel. 
Motion carried.

The Minutes of the previous Town Board Meeting of November 9, 2017, 
and the Special Town Board Meeting of November 15, 2017, were
presented and Approved on a Motion by Wenzel and seconded by Van. 
Motion carried.  (3 to 0)

The December, 2017, Vouchers representing total disbursements of 
$38,443.82, were presented.  Motion to Approve made by Van and
seconded by Wenzel.  Motion carried.

Chairperson Wade formally appointed the following individuals which
were nominated to serve as Election Inspectors for the two (2) year
term from January 1, 2018 thru December 31, 2019:

COMMUNICATIONS:     

Stanek reported that the 2016 FINANCIAL AUDIT has been completed.     
     	

REPORTS:

Roads:

Wade reported a continuing problem with the theft of road signs, most
recently, the sign at LAKE MARY ROAD and CTH “X”.  These thefts are
resulting in a significant cost to the Town, and he emphasized the
ongoing $1,000.00 reward resulting in the arrest and conviction of the
responsible parties.

He gave a brief review of the 2017 road projects and the additional
costs ($40,000.00) incurred due to washouts and culvert replacements. 
He expressed “Thanks” to Clerk
Stanek for the monitoring of  highway costs throughout the
summer/fall, and to the Fire Dept. for their quick response to downed
trees, washouts, etc.

He reported that the 2018 “TRI” Grant of $26,133.00 has been approved
and will be applied to the HIGHWAY “XX” project.  The “T.R.I.D.” Grant
application will be reviewed and awards will be made after January 15,
2018.

He indicated that some reconstruction will be considered  on RECTOR
ROAD, pending the completion of some survey work.

He expressed a sincere “THANKS” to all the contractors, Marinette Co.
Highway Dept., Northeast Tree Experts, Richlen Excavating and Road
King for jobs well done.

Planning Commission:	N/R

Fire Department:   	

Chief Coddington reported the Dept. assisted in a mutual aid response
on a structure fire in the Town of Stephenson.

The Dept. will be purchasing six (6) new radios.

Garbage / Recycling: 
             
Van reported that the Northwoods Recycling Coalition met on December
11th. at the Stephenson Town Hall.  The future of the Coalition was
discussed with no resolution.
Another meeting is scheduled to meet at 6:00 P.M., Monday, January 15,
2018, at the Stephenson Town Hall.  The Stephenson Town Board will
decide if they are receptive in sharing of the Crivitz site and
operational costs with the Town of Lake, Middle Inlet and the Village
of Crivitz.  The future of the coalition is definitely in question. 
              
Town Hall: 

It was noted that the new sign has finally been erected -  looks good
!

Concerns were expressed regarding the supply of paper toweling in the
restrooms.  In addition, the water supply to the urinals must be
addressed.

Stanek indicated the recent Fire Dept. Inspection of the Town Hall
resulted in a number of areas of non-compliance.  A copy of the
Inspection Report will be provided to Supervisor Wenzel to coordinated
necessary corrective measures.
  			                               
Cemetery:                            

A discussion involved the removal of grave decorations and proper
disposal of same.  A dumpster is provided, but not always used.  It
was suggested that a sign be procured to direct use of the dumpster,
and possibly scheduling a volunteer clean-up every year.

The situation regarding the “problem properties” was briefly reviewed.
                         The situation at W7586 SWEETHEART CITY ROAD
appears to have been resolved.  The owners have initiated clean-up and
reportedly the structure will demolished and the vacant property
offered for sale.
The properties on ELLIS LANE (N9224 and N9236) are pending legal
actions – issuance of Nuisance Orders and possible programming of a
“control burn” by the Fire Dept.

A discussion ensued regarding the advantage of procuring grants to aid
in highway projects.  “T.R.I.D.” Grants (approximately $100,000.00)
and “TRI” Grants (approximately $26,000.00) are available every-other
year.  In addition, Bridge and Culvert aids are available at 50% of
the project costs.  Wade estimated that the Town of Middle Inlet has
benefited by receipt of approximately $526,000.00 over the past
years.

There was a lengthily discussion regarding future consideration for
the appointment of the position of Clerk/Treasurer rather than keeping
this office as an elected position. 
The Board indicated that a referendum ballot be scheduled for the
November 6, 2018, General Election, wherein the question be presented
to the electors to consider the position of Clerk/Treasurer be
appointed by the Town Board.

There being no further business before the Board, Wade requested a
Motion to Adjourn.  Motion made by Van and seconded by Wenzel.  Motion
carried (3 to 0) and Meeting was Adjourned at 8:17 P.M.
