April 13, 2017 TOWN BOARD MEETING

TOWN  OF  MIDDLE  INLET

Town Board Meeting  -  April 13, 2017


The Middle Inlet Town Board Meeting of April 13, 2017, was Called to
Order by Chairperson Wade at 7:30 P.M.

Roll Call indicated Supervisors Magerowski and  Van and
Clerk/Treasurer Stanek were present. 

The Pledge of Allegiance to the Flag was recited.

Stanek requested the Agenda be amended to include Board review /
action on an Operator’s License Application.  The Agenda, so amended,
was approved on a Motion by Magerowski and seconded by Van.  Motion
carried.  (3 to 0)

The Minutes of the previous Town Board Meeting of March 9, 2017, and
the Special Town Board Meeting of March 24, 2017, were presented and
Approved on a Motion by Van and seconded by Magerowski.  Motion
carried.  (3 to 0)

The April, 2017, Vouchers representing total disbursements of 
$24,534.15 were presented.  Motion to Approve made by Magerowski and
seconded by Van.  Motion carried.    (3 to 0)

Operator’s License Application and applicable back-ground check
information for NICOLE M. STAPLEFORD was presented for Board review. 
Motion to Approve said License made by Magerowski and seconded by Van.
 Motion carried.  (3 to 0)

The Board reviewed the options available for compliance with Wisconsin
Administrative Code – SPS 327 regarding the enforcement and inspection
of Camping Units.  Currently, the Town of Middle Inlet has no Camping
Units, and it is not anticipated that there would be any development
of same in the foreseeable future.  Therefore, the Board decided to
exercise the option to “opt out” from enforcing SPS 327 as per the
provisions of SPS 327.06(1)(b).  Town Board action on a Motion by Van
and seconded by Magerowski.  Motion carried.  (3 to 0)  Certified copy
of this rescission will be sent to the State.

The Certification of the Board of Canvasser reflecting the results of
the April 4, 2017, Election for Town Offices was presented as
follows:

All Officers have filed their required Oaths.  The new terms of the
respective offices will begin Wednesday, April 19, 2017.

COMMUNICATIONS:                   None presented

REPORTS:

Roads:

Wade reported on routine patching of Town roads is being conducted. He
expressed a “THANK YOU” to Northeast Tree Service for a tree removal
on ELINOR DRIVE.

A recent survey confirmed that the West sections of KENNEDY DRIVE and
NORTH AVENUE are Town roads.  Proper signage has been installed at the
respective intersections.

Weight limits were lifted , effective Noon, this date.

The Annual Spring Road Checks are scheduled for Wednesday, April 19,
2017.  The Town Board will meet at 9:00 A.M.  Immediately following
the completion of the checks, the Town Board will conduct a Special
Town Board Meeting to review the road conditions and may schedule
relative improvement projects.

He indicated that a proposed reconstruction project of a section of
MOONSHINE HILL ROAD (TRID Project) would be advertised for Bids. 
Sealed Bids will be scheduled for review at the May, 2017, Town Board
Meeting.


Planning Commission:       
                      
Wade requested a status of the members terms regarding expiration
dates.

Fire Department:  

Fire Chief JOHN CODDINGTON wished to acknowledge and express
appreciation to CAROLD BAUSCH for her assistance in filing reports for
the “2% Fire Dues” Program.

Over-all concerns were expressed regarding the implementation of the
“2% Fire Dues” Program and the State audit of same.  It was requested
that Chairperson Wade schedule a Special Town Board Meeting to meet
with the State Fire Coordinator, CARL FRISQUE to clarify and resolve
these concerns.


Garbage / Recycling:    
   
The “Every Monday” trash collection schedule will begin in May.       
             

Town Hall:                                             

Contact information was relayed regarding future treatment of the
metal roof on the Town Hall.
                                         
Cemetery:                                                

The vehicular gate to the Cemetery will be opened on April 15, 2017.

A question was raised regarding the mowing / maintenance of the
Cemetery and the grounds of other Town properties.  Future bidding for
theses services was discussed.

The issue of  property maintenance (W7586 SWEETHEART CITY RD.) was
reviewed.  The property owner, JOHN MAEDKE is deceased.  His son has
inherited said property and is in the process of evicting the tenant
(THOMAS MALCHOW).  Future compliance has been conveyed.

Wade indicated the ELLIS LANE properties (N9224 and N9236) are jointly
owned by the following:

A “Notice of Nuisance” will be sent to each of the above owners.

A concern regarding “property maintenance” was expressed from the
floor relative to the conditions of a property located at W7382 CTH
“X”.  It was indicated that this issue would be addressed.

JEFF SCHWALLER, Marinette Co. Director of AWSC (Association of
Wisconsin Snowmobile Clubs), and representing the New Low Buck Vintage
Snowmobile Riders, presented information regarding their annual
vintage snowmobile rally and swap-meet.  This activity is scheduled
for the first part of December each year.
(Continuation:)

This year they will be setting up in the area South of the Fire
Station along U.S. Hwy.141.  Proceeds from this event are usually
donated to various Fire Departments,
Rescue Squads, etc.  In addition, the Middle Inlet Fire Dept. will
set-up in the Town Hall for the sale of food and beverages as a
fund-raiser.

The Board expressed concern regarding the need for “porta-potties” to
be made available on the grounds.

Wade expressed his appreciation to JESSICA MAGEROWSKI for her service
as Town Board Supervisor during the past two years.

The public was reminded of the Annual Town Meeting scheduled for
Tuesday, April 18, 2017, at the Town Hall – beginning at 7:30 P.M.

A concern was expressed regarding the “ATV connecting route” from
WAYSIDE ROAD to DROPP ROAD, which provided access East/West  across
U.S. Hwy. 141.  It was reported that the DNR had ticketed parties for
using this property.  It has been a long understanding that the
property owner(s) had given permission to use said connecting route
for ATV usage.  This matter will be clarified  and necessary steps
will be implemented to confirm this connecting route.

There being no further business before the Board, Wade requested a
Motion to Adjourn.  Motion made by Magerowski and seconded by Van. 
Motion carried (3 to 0) and Meeting was Adjourned at 8:37 P.M.
